Alan Y. Weiner, ASA, MAAA, Consulting Actuary

Alan Y. Weiner, ASA, MAAA, is a recognized expert in the health care industry, with over 40years of experience in the health and managed care industry, encompassing medical, pharmacy, behavioral health, disease management, dental and vision benefits. He has held executive positions in national managed care / health insurance companies.

Mr. Weiner advises HMOs, PPOs, insurance carriers, third party administrators, specialty managed care companies, hospital systems, and physician practices and organizations. He has been responsible for preparing and filing statutory, GAAP, purchase GAAP, and tax actuarial financial reporting, including annual, quarterly and some monthly statements and projections of operations, flow testing and asset liability matching and risk-based capital calculations.

He also specializes in the financial management, plan design, rating, cost management, and implementation issues affecting health benefit plans. As part of his work, he has completed hundreds of filings, including numerous national filings of health, dental and vision plans and has never had to modify the originally filed rates in any of these filings over his 40 year career.

Mr. Weiner also has considerable experience in analyzing benefit design changes and their fiscal impact on health benefit costs and trends. He has negotiated reinsurance contracts, insurance company rates and provider compensation rates for his corporate and insurance company clients. For one project, Mr. Weiner was the assigned actuary by the Delaware Insurance Department in regard to the closing of a national health insurance company. He has also worked on projects for the Internal Revenue Service examining health insurance company reserves.

He holds a B.S. in Economics from the WhartonSchool of the University of Pennsylvania. He has been a speaker and a member of the educational staff with the Healthcare Financial Management Association (HFMA) having prepared a text on managed health care pricing once offered through the association. Mr. Weiner has also been a guest lecturer at the Society of Actuaries, the American Institute of Certified Public Accountants and several other organizations. He is an Associate of the Society of Actuaries and a Member of the AmericanAcademy of Actuaries.
